Personally I would keep normal flagging. However, the rotation idea could be made by using swappable game menu. After each game, players can vote what the next game is. I don't think this would fit in the public arena though.

It is not possible to have both turf and warzone-type flags in the same arena, unfortunately. Like powerballing, I think this would be a great idea to implement in a subarena, though. It is possible, but it will require coding. Ofcourse from a technical standpoint the turf flags wouldn't really be flags, but that can be transparent to the player.
