To conserve server processing power. Instead of checking all players at once, check only a limited amount of players for a time period then move on to other randomly selected players. You could even decrease the likelihood of a player being checked when it has a higher usage in the particular server then others. Decreases the likelihood of catching a cheater a bit but would still make cheating a lot more difficult
