It really is a struggle to reconnect names past to new users. I had the benefit of having access to a bunch of old alias databases from old zones, databases zones that have been around for a while still use, and many people actually put in legit info (though many will deny they did, no matter how much you try to tell them they really did, probably 9/10 aliases have full name and location filled out). On the last point, I still recall a guy it took me 3 weeks just to get him to give me his name, cause he SWORE he never put it in and giving it to me wouldn't help. Finally he replied with his first and last name, 2mins later he had his new password. Still swore his info wasn't on it, but thanked me for giving it back. It isn't that ops don't want to restore your name, there is just so many hoarders out there who love to stockpile aliases, and have tricked ops past more than once into giving them other player's aliases or inactive player's primary names.
