Are you on a university computer? Or using their connection? Seems like slowed down/blocked ports... I'm afraid there's not much you can do about that, except speak with your ISP (which is probably your university if you're on campus)

Try this version (3.1.12). It might have been fixed already... That version is not available through auto-update because it has some unfinished features, but lots of bugs were fixed
