it all depends - if you know the right people they just put your big, empty, ZERO population zone up on SSCX for you, it stays up empty for about a month then they take it down the absolute best way to get SSC (aside from such hookups) is to create a very successful zone (see: MG) SSC billing slots are handed out to server dudes. SSCU is basically closed and aside from SSCX there's SSI and SFSS that have SSC slots to give out (yes, and T3, whooopee doo). So, aside from a hookup or doing so well SSCX picks you up, SSI is your best bet (SFSS is laggy or cursed to be empty or something ).
