Looking at it in a flat format, yes, the shark's stats seem odd. Maybe it's time to do some tweaking on it. And the final issue you raised, the one about levi and lanc energy... I really feel that it's correct the way it is. The difference between the two is that the levi really *needs* that energy. It uses it in battle. The lancaster generally doesn't use its energy, it just absorbs weapons fire. Any energy given to the lanc is used for shielding, where as energy given to the levi is used for bombing.

The development of the algorithm is heavily based in two dimensional vector calculations. Not really something I get help with from the general public. Besides, the algorithm is only a small part of the module. The harder part is getting all the conditions right for when the turret should attach, and not attach.

Some of the original terrier ideas are worth considering. Weasel has been mostly untouched, because I'm not quite sure what to do with it. I've had the goal of making it into a basing support ship (possibly with a limited form of summoner), but I'm not quite sure how to achieve that. Balancing it before then is only a waste of effort. I don't really see the problem with salvo. Maybe (maybe meaning I haven't witnessed it) on shark it's an issue with the bursts, but I rarely see it used on other ships. When was the last time you saw damage? It's been gone for a while. I was only fiddling with it, and didn't remove it properly when I was done. They can't maintain bounty by doing that. Can't be done, as I've said at least twice in the past few weeks.
