The stars and the other background images are default backgrounds stored by Continuum, which is why zones don't really need to add it as a LVZ. Each of the background images start from bg01.bm2 all the way to bg14.bm2 (remember that bm2 = bmp). The images aren't part of the LVL (map) but are instead placed by the client.

I wasn't backing Halo up on that count (nor will I ever). I just wanted to see what would happen if I lay 17th in the pits with that post.

He's talking about prizes, not player spawns. For prizes, you'd have to edit in the settings [Prize]:MinimumVirtual.
