Well, to #3 it's not just that, if the staffer feels like the person complaining is actually more guilty than the person who is apparently har!@#$%^&*ing, then they obviously won't do anything. They can't just go around banning anyone because someone has 'proof', plus you're obviously going to get a one-sided story and can't really act much on that.
