Keiver (God of SS) also ran across this problem, so I know it wasn't just me. I'd run more tests to try and pinpoint the problem, but I don't have WC3 anymore. So, if anyone is tracking this, I hope this helps.

Well, here's what you do. Turn on your computer, throw the Windows XP CD in and restart. REPAIR. It will not tell you that you are missing a file if you are truly booting from the CD. Change the boot sequence order in your BIOS to CD.

Keep scanning until it tells you that 0 new viruses are found, then, reboot your machine and try to System Restore again.

If it won't let you restore, you don't have System Restore enabled. If it lets you restore and it fails, you aren't logged into the administrator account, or you have a virus that's preventing it from happening. Try downloading AVG and scanning your system over the night.
