One problem with 3 person private teams is that public freqs aren't limited. So when there are many people on, a public freq of 8 can easily wipe out an elite priv freq in seconds, thus enforcing everyone to play on pub freqs, which is not what you want. Or is it?

The problem is with the goals. It is too easy to guard them now, while in the previous goal you could break through a team of 5 if you were lucky. The goal prize is too high as well. As soon as 25+ people are in the zone, the goal prize becomes more than 5k which is too much. My suggestion is that you should put a cap on it so it's limited at say, 3k per goal, so people don't get filthy rich by just scoring goals and doing no killing or flagging.
