Well i'd like to suggest to increase the spec timers. As a new player I am slower than the others and i got more than once specced while flagging or while buying in center. The problem is, that even if teams are balanced like 10(90) vs. 11(91), and you get no-flagging-specced it is impossible to rejoin your old freq(91) as log as noone joins the other freq (90). And to not feel like betraying my old freq(91) i quit instead of joining the other freq(90). If more ppl feel like that, there may be some quitting because of that reason and not because of ragequitting. Therefore i suggest to increase the timeouts by like 120 sec.
