Good for him, this is the way it has been for 3 years and I think you're the first person to bring up a formal complaint. I do agree with you in that I don't really like how flagging has developed over time, but bricks are such a fundamentally useful basing item that if we make it available, everyone will have one. Plus with higher levels of flanking than ever, bricks keep you from being constantly caught in crossfire. Repels. Cheap, easy fix with no skill. Either that or you should thank them for not making you have to reship for another set of thors. im pretty sure you can still thor them from outside the hub in sector 8 unless the anti thor tiles are there. If they are, they should be taken out. I'm not going to get into an ideological discussion today.
