Try disabling the Windows Xp Firewall first (Control Panel -> Firewall with SP2 or Control Panel -> Network Connections -> Properties of Connection for internet). If you are behind a router, access the router http webpage and disable the firewall there. Refer to the router manual for more information.

The latest version is not 0.38, it is 0.39pr1. You need 0.39 prerelease 1 to play on some zones, such as Alpha West and Chaos Zone.
