This is a file permissions error. Chances are that your computer/system administrator has disabled write access to certain areas of your hard drive. Log into windows as an admistrator in order to install and play.

Are you logged on as a guest?

In XP Pro/Home Guests do not have permission to remove/add files to the hard drive.

If logging onto an account with administrator abilities doesn't work, you'll probably have to end up doing a clean install of windows, as it's an issue with the OS itself.

lol... no..

Why is everyone nowadays like "Windows not working? Reinstall the whole operating system!" ... <_<

As GENERAL_SLAYER already said, he hasn't got full rights on his computer so thats the source of the problem.
