Decrease ball time.

 

Wider ball pick-up (goalie)

 

Decrease prox.

As to your suggestions:

 

Priv. freqs are needed for flagging.

 

Ball time being lowered would increase the amount of skillless and lame steals.

 

Wider pick up would increase the amount of lame goal-tending (lame because of repels that can hit from the opposite sector, mostly.)

 

!@#$%^&*uming bomb proximity tiles is 1, you cannot reduce it without denying level 1 bombs any prox at all, which is unfortunate.
