Most of them are fine with things lower than f***, and only punish repeated swearing, racist/prejudiced remarks, and of course, things they deem worse than f***. I think that system works perfectly.Now, if only the people who CONSTANTLY shout language at the first sign of minor offenses (d**n, a**, and he**) would quit that... and no, I'm not a hypocrite, because I actually never call those ones.
