The context in which you used the word was also offensive. Since the rule is there to prevent offensive language, this seems as warranted as it gets.

 

Edit: The only thing I can spot that's debatable is the fact that he used the word afterwards to indicate it was the one he fined for. Odds are that was in PM, though.

If he really wanted to be annoying, he could've just fined you for abusing ?help as well. Would've been good fun to see you complain on the forums then.
