So is it armor being Nerfed or Shields?

I mean which is it, shields, armor, or both? So now we are going to have to choose shields to act as our armor. But what is going to be done about all the running? Shields were OP so they were nerfed to reduce running for the majority. But a select few use their speed/thrust max speed/max thrust to do more than just dodge, they just run away entirely, wait, recharge, then come back to see if they can score that series of introductory hits that will let them tank the next few seconds they need to finish someone off.
