Cheese must be acting this just to cause a scene. The idea in a real lottery is that you put in like $5 and have a chance to win $5,000,000. Not that you put in $5 to have a chance to win $5. There is no specified minimum jackpot, like most lotteries do it (minimum 1 million$ jackpot starting for 1$ ticket for example)2. No mention of how jackpot rises per purchased ticket Honestly, a Lottery should not be that hard to understand, but the way the conversation went, sounds like its trying to be a non-standard lottery.
