Yes it is. You can obtain the source for Mervbot 46 or Mervbot 48 (the two latest versions) over at http://mervbot.com/. Note that the main difference between the two is that SOS' version (48) includes modifications so that you can also write and run plugins written in .NET languages such as C#, though you'll have to compile it from scratch since it doesn't include a compiled release (build 46 does).
