It happens when one frequency has all the flags and the other freq is larger.

 

The message may be confusing, but the action (not letting you join) is correct.

Can the fact that one team has all the flags override the fact that the other team has more people. It is better to be on the losing team than have wait till fg is over when you could have helped.

 

This is especially bad in small games.
