How to use Proxy function??

I open up an SSH connection with a local tunnel port set to 8080.

In Continuum, I "Enable Socks 5 Proxy Server" and enter in 127.0.0.1 as host and 8080 as port.

I hit OK.

 

I get an error:

SOCKS error 4 (00000201)

Check proxy configuration

 

FYI, I am at college. Shell works, but Continuum doesn't. (All zones appear offline.)

 

I startup Putty like this (some parameters omitted):

"C:\Program Files\Putty\puttytray.exe" -P 22 -D 8080

Could you guide me on this? I would like to connect to Jackpot SVS, which is on port 20000.
