Hakaku Posted December 30, 2009 Report Posted December 30, 2009 That's the standard Japanese Input Method Editor (partly cut off in your screenshot). It will show up as a character aid when a program does not properly handle natural input. If you try to type other complex scripted languages such as Chinese or Korean, you should easily be able to observe a similar program appear. It's not limited to Vista, but applies to all of Windows.
