If this is your first time using Photoshop then following tutorials to learn effects and stuff is great. It's how i started,

 

I went to gamerenders.com when i first started, found renders, tutorials and brushes there. Pretty much best place to go IMO for beginners and even skilled photoshop(ers?) to show off their work and stuff.

I almost forgot about Audigex, I go there too. One thing that you might want to do which would help you get better is register to a gfx community forum, make sigs and post them. Skilled photoshop users can give their input on where you can improve, show you tricks and such. All in all photoshoping is fun and pretty easy once you do a few tuts and make your first few sigs alone without tuts.

 

And most important rule to photoshoping,

 

Layers, Layers and MOAR LAYERS!

 

The more layers you have the better. You want to have alot of layers in a sig or anything you make really because more layers give more control on slight changes you want to make. Even if the layer has a tiny smudge on it, or one brush stroke in the corner, keep layers seperate for different jobs/effects and you will have better outcomes.

 

My sig for example has around 10+ layers just from smudging totalling around 25-30 layers. blum.gif I should have more maybe but yeah
