New tracker

Polix just installed a new tracker module, where we can submit and track bugs.

I didn't check the permissions yet, dunno if you can see it or submit stuff to it...

They can submit and reply. They can also upload screenshots, file dumps, etc. And download from there. I gave everyone but guests, bots, and banned full access.
