Looks kind of local. Cause its lagging everywhere, though your from asia I am asuming. Or australia.

Asia? Australia? It says Los Angeles, then Washington -_-; I'd be pretty confident to guess somewhere there in Cali.

 

But yeah, #3, 4, and 5 indicate that the problem is local/your internet service provider.

what should i do then?call my isp and tell him to fix it?

The high packet loss doesn't mean much. Some servers drop a lot of ping packets on purpose to avoid being overloaded
