I sware, I want to find Hopone and Shoot them in their faces. Sadly the only solution we can ever offer is bitch at your isp, or switch. Hopone is new AT&T (back in 00-02 had a lot of connection problems with them) and isn't fixing it. I personally don't recall anyone fixing this, but I'm sure my staff will post if someone has.
