?putmap for public

Death+ has already setup an ssdev subgame server, but this is not what is staying.

He is currently setting up ssdev ASSS. Then I think it will be a good idea to allow any player to ?putmap. We will need a small module that when a player goes into a subarena and types ?myarena, it will ?make the arena and give them ?putmap powers. Unless someone else already owns this arena, it will tell them that someone already owns the arena.
