Or does TW copy netbans to local bans, and then extend the ban locally (e.g. a 200-day netban becomes a 5000-day local ban or something)?

Or it could be in case the net bans get cleaned up - as they often do. Going by the fact that there are over 16K local bans in TW - they probably don't clean their bans up.

I'm just curious... since lower level BanG Ops can review netbans, and can ban locally, why can't they copy netbans to local bans?

From what I have heard - expired net bans are cleared up by the SSC - and the only zone I have heard of copying net bans to local bans is Trench Wars. Also - I think they just reactivate the ban - I don't think there is a command which does it.
