To be honest, there's no possible way to properly control your fps. However:

 

View -> Advanced Options -> No framerate limit (uncheck this)

This will freeze your framerate limit at roughly ~60.

 

If you're running in windowed mode, framerate limit is ignored. If you have software emulation on (in advanced options), this will also ignore framerate limits.

[so make sure you're running Continuum in full screen, and don't have 'Software emulation' or 'No framerate limit' checked in your advanced options]

Also try changing your resolution, the higher the res, the lower your FPS may be. Also, I think I tried using FRAPS a while ago on Continuum and I couldnt get it to work. It work on other games such as tomb raider, unreal tournament etc...

 

There should be a guide online somewhere or a guide in FRAPS, i can't remember where I found my one.
