to offer some insight, i think its important to note that most combinations of the various maps and settings 17th has had over the years have been tried in some form or another, as well as new ideas. it has been clearly obvious for a long time to those who have tried to help rebuild 17th that the problem does not have an easy solution and does not lie solely in 'fixing' pub. its a combination of many big and little things, encomp!@#$%^&*ing all that is 17th, its pub, events, and leagues. That was tried, it didnt work. It's like what Emb said, many of things caused 17th to be like this. Pub, Events, nexus etc.
