Make a reactor that lowers gun energy cost or another that lowers bomb energy cost at a severe cut to energy, recharge as well as an increased cost to opposite weaponry.

thats a cool idea but theres too much neg. it should only add damage to other wep. and decrease either recharge/energy drastically
