Without the brickfest, its gonna turn into a burst fest and the best way to do it is lanc cause it can eat alot of burst and release alot too. If you lower the # of lanc in freq, ppl r just gonna make levi then it ill be 3-4 lanc and rest in levis. Would certainly force teams to be a bit more strategic... or not. Better yet, rather than a static limitation, make it x% per base so you don't have to worry about center players on pub freqs.
