I have noticed people are less likely to attack you if you have full health and strength.Always attack people in the http://forums.sscentral.com/sources/atk/images/guilds/hp_crit.gif and sometimes attack people in the http://forums.sscentral.com/sources/atk/images/guilds/hp_hit.gif that are somewhere in the 20s (super almost guarentees this amount, i have seen as high as 30, but that's pushing it)Never attack people with http://forums.sscentral.com/sources/atk/images/guilds/hp_full.gif cause they have full health, and unless you are like 5 or 6 levels more than them, you will not get the kill.
