have you tried the old fashion method of going to the zones list, clicking "remove", clicking "OK", going back to the zone list, finding your zone, clicking "add", and then checking?

Ship settings go in the menu when you press Escape then C, or if you've done them externally, login as a sysop and type ?setsettings C:/[location]/settingsname.cfg or settingsname.set (depending...). As for "the writing it is offline".. if you have your zone on the zone list, it is obviously not offline, do you have both subbill and subgame running?
