How do i put new things in the F1 boxes ingame? (while pressing F1 ingame you see how to join squads and stuff like that, how do i edit/put new files there?)

when i do *putfile news.txt i keep getting this : But after i change it and i *putfile news.txt again i keep getting the text from above and not the new text.
