Simply comparing sizes, vehicle A seems to be some type of s!@#$%^&* or motorcycle, Vehicle B likely a flatbed truck with the launcher on the flatbed. If you dont' see the houses/buildings they pass clear as can be on the bottom of the screen, and the building they hide in with a small parking lot to its left, then you are either blind, seeing what you want to see, or being purposefully ignorant. So who's at fault for civilian deaths, the people who hide the weapons in the civilian centers or the people that bomb the civilian center to get after the weapons? Hezbollah fires rockets that are not accurate, are not firing on military installations, and infact have no reason to be fired other than kill civilians. The Israeli army doesn't fire its munitions from civilian centers, Hezbollah does. If you are fighting an enemy that hides in civilian centers, how do you get them without getting civilians? If Hezbollah was a military, you could fight them with minimal civilian casualties, they would fire rockets from military installations, they'd have military airfields, bases, etc etc etc. They have none of that.
