the website used to be kirk.sscentral.com, but it's down since sscentral removed all their hosted sites... SubChat is a chat-client for subspace, that means, you open subchat.exe and chose your name, pw, server-ip, port, ?chat channels, etc. then you connect and you can chat there, but you can't spectate other players or play.
